温哥华市府职员建议,废除多达72个旧的社区规划和土地使用指引,以改变并适应城市发展新策略的框架。
据温哥华市府工作人员称,这些政策和指导方针已经过时或与2022年批准的“温哥华计划”(Vancouver Plan)和其他最近实施的战略不相容,例如2013年批准的西端社区规划(West End Community Plan)、2016年批准的格兰维-伍德兰社区计划(Grandview-Woodland Community Plan)、2017年批准的温哥华十年住房发展战略、2018年批准的甘比走廊计划(Cambie Corridor Plan)、2022年批准的百老汇计划(Broadway Plan),以及今年早些时候批准的在单户地块上增加最多8个单位的“增加消失了的中型屋”(Adding Missing Middle Housing)政策。
废除的理由依具体情况而定,包括与“温哥华计划”或新的社区计划和战略相矛盾的旧社区愿景、不反映当代最佳实践的旧指引,以及一些已经开发且变样的地点。例如,这包括废除1987年批准的乔伊斯车站区域计划(Joyce Station Area Plan),已经被2016年批准的乔伊斯-高羚活天车站计划(Joyce-Collingwood Station Precinct Plan)所取代,而1988年和1990年批准的快乐山(Mount Pleasant)开发指引将因百老汇计划而被废除。
被提议废除的策略是1976年批准的“停车场安全指引”(Parking Garage Security Guidelines),实施历史最长。
而“温哥华计划”本身取代了1995年批准的“城市规划”(CityPlan),“温哥华计划”为未来30年城市发展规划,于去年获得上届市议会的批准,作为未来制定合法土地使用规划的框架或基础,提供了复杂的细节和规定,包括为没有现有土地利用的地区制定新的区域规划。该计划预计将持续到2050年。
温市规划、城市设计与可持续发展总经理奥唐纳(Theresa O’Donnell)在2021年10月启动“温哥华计划”公听会蒐民意时表示:“我们知道市民喜欢我们城市的许多方面,并希望它的未来更包容、多样化且适合所有人。『温哥华计划』是一个全面和战略性的途径,让我们在应对现时挑战的同时,能够实现这一目标。结合目前实施、在全市增加更多住房选择的举措,该计划将为我们的社区规划出一条道路,令这些社区在未来30年内更加宜居、可持续和公平。”
其他建议废除的大多数计划和指导文件可以追溯到20世纪90年代和80年代。大多数社区愿景在1998年至2010年间获得批准,但现在已经到了“生命周期的终点”,因为它们是作为10到20年文件创建的,几乎所有计划都缺乏住房预测。
