谁有收过ICBC的Driver point penalty premium?最近收到一张ICBC的DRIVER POINT PENALTY PREMIUM INVOICE,
说我一年多钱违反的两条交通规则，超速和超载，被扣了6分。是09年5月和8月的事了
为什么都快一年多了才发通知说我要多交300刀的罚款，
当时被警察拦下我都已经交了好几百得罚单啦，
第一次碰到这种事情，不知道谁能帮我解答一下。

The way ICBC calculate the driver's penalty point is based on one year and it starts on your birthday on 2009 ends on your birthday on 2010.
You have a choice of either pay that $300 or stop driving (gave them your drivers license) for 6 months
